  • On May 30, 2025, Cui Guanghai, 43, of China, and John Miller, 63, a U.K. citizen and U.S. lawful permanent resident, were indicted in Los Angeles and Milwaukee for stalking a U.S. dissident and smuggling military tech to China, facing up to 40 years if convicted.
  • Since October 2023, the duo allegedly hired FBI affiliates to track a dissident, tamper with their car, and destroy statues of Chinese leaders to silence protests at the 2023 APEC summit.
