- Special interest aliens (SIAs) are non-U.S. individuals whose travel patterns or behavior suggest a possible nexus to nefarious activity, including terrorism. They are different from individuals on the terror watch list, who are reasonably suspected of engaging in or intending to engage in terrorism-related activities.
