  • Police allegedly witnessed Dowell spraypainting “All Cops Are Bastards” and “NO COP CITY” on a Parkman Bandstand Monument.
  • Dowell is being charged with assault by means of a dangerous weapon, destruction or injury of personal property, and damage of property by graffiti.
