The Islamic Circle of North America says it is a “leading grass roots organization which seeks to obtain the pleasure of Allah (SWT) through working for the establishment of Islam in all spheres of life. ICNA has many projects, programs, and activities which are designed to help in the process of molding the individual and reforming society at large.”[2]

The ICNA Greater Los Angeles (formerly ICNA Southern California) website has featured Islamist writings by Muslim Brotherhood spiritual leader Yousef al-Qaradawi that endorse Hamas and teach that Muslims are required to support jihad “with money, arms, and men as required until all their land has been liberated from any aggressor who usurps it.”[3]

The chapter’s “selected book list” has included texts by Qaradawi, Sudanese Islamist Hasan al-Turabi and Abu Ala Maududi, the founder of the Pakistani Islamist group named Jamaat-e-Islami.[4] A presentation on its website in 2008 mentioned the objective of the “extermination of pre-Islamic traditions or Jahaliya [ignorant ways of life]” and “mak[ing] Islam the predominant way of life.”[5]

This ICNA chapter also hosts ICNA Relief Social Services. In August 2006, the Pakistani Islamist group Jamaat-e-Islami said it dispatched a delegation from its Al-Khidmat Foundation to deliver a “special message” and about $100,000 to a senior Hamas leader. At that time, the Al-Khidmat Foundation’s top two donors were ICNA Relief USA and ICNA Relief Canada. A third ICNA charity, Helping Hand, was also listed as a donor.[6]

The ICNA Relief website has linked to a text by Maududi. It tells Muslims that they are required to “generously help your brothers and support Jihad out of whatever resources God in His bounty and wisdom has given you.”[7]

This ICNA chapter also offers a Young Muslims division. It has recommended books by Maududi, Qaradawi and Muslim Brotherhood founder Hassan al-Banna.[8] It also has an ICNA Sisters Division, which has required members to study texts by Maududi.[9]
