The Islamic Circle of North America says it is a “leading grass roots organization which seeks to obtain the pleasure of Allah (SWT) through working for the establishment of Islam in all spheres of life. ICNA has many projects, programs, and activities which are designed to help in the process of molding the individual and reforming society at large.”[2]

A December 2012 fundraiser for ICNA-SFBA featured radical Imam Zaid Shakir of  Zaytuna College.[3] In 2010, ICNA-SFBA invited radical Imam Amir Abdul Malik Ali, leader of the As-Sabiqun group, to its fundraiser.[4]

This ICNA chapter also hosts ICNA Relief Social Services. In August 2006, the Pakistani Islamist group Jamaat-e-Islami said it dispatched a delegation from its Al-Khidmat Foundation to deliver a “special message” and about $100,000 to a senior Hamas leader. At that time, the Al-Khidmat Foundation’s top two donors were ICNA Relief USA and ICNA Relief Canada. A third ICNA charity, Helping Hand, was also listed as a donor.[5]

The ICNA Relief website has linked to a text by Abu Ala Maududi, the founder of the terrorist group Jamaat-e-Islami. It tells Muslims that they are required to “generously help your brothers and support Jihad out of whatever resources God in His bounty and wisdom has given you.”[6]

This ICNA chapter has recommended books by Maududi, Muslim Brotherhood founder Hassan al-Banna and Muslim Brotherhood spiritual leader Yousef al-Qaradawi.[7] It also has an ICNA Sisters Division, which has required members to study texts by Maududi.[8]
