- Jessica Bowie, 35, of Albany, N.Y., made her initial federal court appearance Aug. 20 on a charge of attempting to provide material support to ISIS. Prosecutors allege Bowie plotted to use an explosive device against the New York State Capitol, intending to kill state senators, destroy as much of the building as possible and then flee to ISIS-controlled territory in Syria.
- According to the complaint, Bowie conducted reconnaissance by making several visits to the Capitol grounds and photographing the building. On Aug. 19, law enforcement apprehended her as she took possession of what she believed was an explosive device, allegedly intending to target the Capitol and New York state senators.
- The complaint alleges Bowie posted anti-American messages online, including praise for the Sept. 11 attacks and a statement that she would poison “infidels” when she could migrate. Investigators also said she recorded and distributed online her “Bayah,” or formal oath of allegiance to ISIS. The FBI is investigating the case with assistance from the U.S. Secret Service, New York State Police and Albany Police Department.
