Two Men Charged in Plot to Use Explosives During New York Protest

  • Emir Balat, 18, and Ibrahim Kayumi, 19, both of Pennsylvania, were charged with attempting to provide material support to ISIS and offenses related to explosive devices, according to the U.S. Department of Justice.
  • Prosecutors said Balat ignited and threw an improvised explosive device into a crowd during a March 7, 2026, protest outside Gracie Mansion in New York City and attempted to use a second device.
